The quests for an architect are for the blueprints of the buildings. Its hard to build a building and give it to an NPC.
This is what the quest log says:

The architect trainer taught me how to make plans for principal structures. The book of crafting recipes lists the components each plan should be made of, and the quantities that I will need to make the plans.
As payment for teaching me, the architect trainer asked that I hand in a sample of every plan I make. When I have done so, the architect trainer will help me further my training.
