I've read on the forums that people are saying the listed requirements for some buildings are incorrect. As in, they get the required amount of resources and when they try to create the building they get an "insufficient resources" message. Nothing details how much more is necessary, it just turns into a "get some more, try again and hope" sort of thing.
People are also reporting that they're not receiving the building bonuses.
