I've done both; turning off just the drivers lets me get to the Windows login and type my password, turning off every non-essential process seems to prevent me from doing even that.

seems to be working okay again after only disabling all the ACER software which seems to have been super corrupted to the point where I can't even uninstall it since i get a message saying "string PRODUCT_NAME was not found" or something. anyone have any idea what that means/how to remove it? i have it disabled from the startup service but i'd like to get this shit completely off my computer if possible

You will probably just need to delete the actual folders where the programs reside if it won't let you run an uninstall. I would also recommend running a registry cleaner after doing that (jv16 Power Tools!).

So I was wrong, the problem was not fixed, and on the next reboot the mouse and touchpad didn't work again. I did a Windows system restore, which was a struggle in and of itself and didn't work the first few times, but eventually I did manage to restore to factory defaults. But once again, after three or four successful reboots, the problem reappeared. Yet the keyboard and touchpad still work in safe mode, so I'm almost certain it's not a hardware issue. I really don't know what to do at this point apart from firebombing the Acer headquarters, it's out of warranty and would cost more to fix than it's worth at this point. To restore the system to factory defaults I created a recovery disc using a program Acer provides, this was made after the system wasn't working though so it's possible that there was still a corrupt file of some kind, I guess. I don't have a regular Windows disc since it came pre-installed on the laptop. So any help would be appreciated.

If they work in safe mode it's definitely a driver issue then. Somehow, you need to get that ACER software off of there. Try uninstalling anything acer and if you can't, delete the folders. Then run a registry cleaner (jv16 is the best) to clean up any leftovers.

Okay, well, I've formatted the drives and reloaded Windows using my father's copy which he has installed on his PC as well, a bit excessive I know but I was getting real sick of this and thought a clean start might be the best plan. Things seem to be working okay except that I need to reinstall drivers for everything. I'm guessing that when I do the Windows product registration or whatever they call it that it won't let me continue, though, since he has it concurrently installed on his computer? Or does that not matter as long as I have the key?

Even with a totally formatted system and a new Windows install, the touchpad and keyboard still weren't working. So I've decided to just say fuck it and get a new system, since this one already had a dead battery and other minor issues that would probably cost more to repair than it would be worth, with regard to both my sanity and my bank account. Oh, the joys of technology.

That's the spirit! I'm sure everyone around here will wholeheartedly support your investment in new toys. Let's face it, your hand was forced.
