    Angry Ticking Video card

Okay so I bought one of those excellent super quiet cards from ASUS/ATI namely a EAH3650 in May of this year...

The video card is nice and quiet but it ticks on everything. scroll bar moves.... tick tick tick.... mouse moves across scree.... tickititititit...

Anyone have a clue? Maybe my computer is way to quiet or do all video cards tick on graphics. It reminds me of a Intel 233 ticking as things process in windows 98.

It restarts my computer too on any major resolution change.

Typically, I wouldn't think a video card would tick unless it was the PC speaker. Are you positive that it's the video card? Typically, the things I would expect to make ticking noises would be a hard drive, fan or some type of removable media drive (floppy, DVD, CD, etc).

First thing I would try would be the following:
    1. Open the case start the computer
    2. Do something that makes the ticking and try tolocate the source.
    3. If it seems to be coming from the video card stop the GPU fan for a short time with a wooden pencil.
    4. If the ticking stops that's likely the problem, and you'll have to decide how you want to proceed.

Other than that I have no idea.

Now I do here the same sound coming out my speakers so it tends to be much more annoying.... but the sound only comes from video actions. Nothing else ticks...

1-2. Done and the sounds coming from it.
    3-4. silent... no fan.

Could be a power issue of some sort. I've gotten ticking noises from one computer and other electronics in the past where there was an issue in the socket/power lines. Could try using a different plug from the power supply. It's only a shot in the dark though.

Did you remove the plastic coat off the top of your video card (assuming it had one)? I left that on once and it kept hitting the Video Cards fan. If not, check to see if anything is near the fan of your Video Card.

I will check the power line... and supply. Could be a grounding issue... doesn't fix that the card restarts the computer when it feels like it... my 9250 use to do that when I was raiding... completely random.

Try what zoopy said because that plastic film could also be causing heat issues. Do you have a sound card or anything else in the pci slots? It could be that the cards aren't getting proper air flow with other cards blocking it.
