A lot of people are very negative about the Action Points and how it limits your ability to ship where you want, when you want. If you are looking to ship within your colonies then understand that you can buy goods from your own markets. This means that with proper manipulation of your markets, including Buy/Sell and Pricing, that you can price goods such that no one else will respond and you can use your other colonies action points to get the job done.
For example. If I want to ship from Luckopolis to Lucktown but Luckopolis is out of Action Points, I can place that good in my market at a price that no one would pay for (say lumber at 99). Switching over to Lucktown, I can find that offer and accept it. The money never comes out of your account and your ships automatically follow through.
Since I figured that out, Action points don't seem to be as big of a limitation, just more like a hassle.
