cg_ growth rate of your citizens is linked their happiness level.

#Number of Citizens (each citizen is -1 to happiness)
There are two ways to increase happiness.
One is to build a tavern
Another is to Build a Museum.
Taverns are only available after researching wine press which is in the Economy Tree
Museums are only available after researching Cultural Exchange which is in the Science Tree.
Taverns require a hourly supply of wine. EG a level 1 tavern will drain 3 wine per hour, and so on. Each level of a tavern satisfies 80 citizens.
Museums require cultural treaties, you can make cultural treaties with other people by clicking diplomacy to send a msg, clicking the message options, and selecting “cultural treaty”.
Then you can redistribute the good (they aren’t implemented when the other person accepts them, you have to distribute it) along your colonies as each colony requires individual cultural goods. Each good gives +50 happiness.
My guess is that your tavern isn’t producing enough wine to keep your citizens “happy”. To fix this upgrade your tavern/museums. Hope this helped!
Luckyshot also said to have a steady supply of wine, this is crucial, you dotn want to be drainig 42 wine per hour, and suddenly having no wine left, you'll have a practical riot on your hands :P
