Hmm it doesnt matter which you upgrade first. Just dont put another town down until all the GR's are updated. Thats where your making your mistake.

You have 3 colonies and you upgrade the main one and then put another one down and all your previous colonies have a corruption rating.

Just upgrade all before you put that new town down and your fine.

Yeah.. agreed. I am on my last level 4 upgrade and it has been since the war with whats they names... I have raped almost every inactive in my area too.
