Default Heavy Civilian?

I tried to talk to Ultra about this on TS, but he wasn't there I guess.

Anyways, at 2 in the morn, Wednesday June 18 (EST), there was a player named www.benadryl.com on my team, who, besides being fucking useless, somehow managed to make a heavy civilian. You know what I'm talking about, the model sort of glides, no animation, no weapons?

Anybody help me out here?

Er, as in how you turn one into a heavy civ, or... take care of the guy? Cause I'm not sure how to go about either.

I don't really care how you do it, but I'd rather people didn't.

I want to know how you would take care of that.

I can't say I've ever heard of this happening at all. How did it get called a "heavy civilian?" Hell, even the civilian in TFC had animations... =O
